FG Suspends Controversial Circular on Doctors’ Allowances After Backlash

The Federal Government has suspended the controversial circular issued by the National Salaries, Incomes and Wages Commission (NSIWC), which reviewed the allowances of medical and dental officers in the federal public service.

The circular, dated June 27, 2025 (Ref No: SWC/S/04/S.218/III/646), was met with stiff resistance from key medical associations including the Nigerian Medical Association (NMA), the Medical and Dental Consultants’ Association of Nigeria (MDCAN), and the Nigerian Association of Resident Doctors (NARD). The groups condemned the move, describing it as unilateral and detrimental to the welfare of health professionals.

In response, the NMA issued a 21-day ultimatum on July 2, demanding the withdrawal of the circular and the resolution of other pending issues, threatening a total shutdown of medical services nationwide if the government failed to act by July 23.

The President of NMA, Prof. Audu Bala, stated that the circular contained provisions not agreed upon by all stakeholders and undermined the remuneration structure for doctors.

Following growing pressure, the government held high-level meetings with stakeholders, including leaders of the NMA and NARD. Speaking on Monday, NARD President Dr. Tope Osundara confirmed that the circular had been suspended after a crucial meeting chaired by the Minister of Finance and Coordinating Minister of the Economy, who also serves as the Chairman of the Presidential Committee on Salaries.

“Implementation of the circular has been suspended to allow for further consultation with the relevant professional associations,” Osundara said.

A follow-up circular dated July 18, 2025, signed by the Executive Chairman of NSIWC, Ekpo Nta, Esq., reaffirmed the suspension. Addressed to top government officials, including ministers and permanent secretaries, the document also included the halting of related circulars affecting health and education professionals.

The government has reiterated its commitment to maintaining industrial harmony in the health sector and ensuring fair and transparent dialogue with all stakeholders.
